Broadcast Manager
Position Location New York, New York
Broadcasting New York City is the largest media market in the United States. ESB is the most important broadcasting location in New York and home to most of the TV and Radio broadcasters in the NY metropolitan area. ESB is taking a more proactive role in managing its broadcasting assets and expanding its market penetration to new broadcast businesses.
Opportunity Overview The Broadcast Manager position is a vital part of the ESB management team with responsible for day to day operations, project management and facilitation / coordination of projects impacting the broadcast infrastructure and the broadcast tenants.
Management The Director of Broadcasting is Shane O’Donoghue. Shane has been in this position since 2008.

Organizational Structure
The Broadcast Manager will report to the Director of Broadcasting. The position involves close operational coordination with building operations, engineering, observatory operations, and ESB’s ongoing improvement program.
Broadcast Manager Position
Scope & Responsibilities
The Broadcast Manager will manage broadcast projects in conjunction with project management contractors, broadcast RF shutdowns, contractor project coordination, tenant operational communications, tenant annual survey/results, condition surveys, common area upgrades, access improvement/coordination, and monthly RF Power Density Measurements. This position will have responsibility for broadcaster access coordination with building security operations and broadcast tenants for RFR protocol compliance
Position Requirements Broadcast Operations and Tenant Relations Requirements
  • Coordinate and manage broadcasting projects including access approval to all RFR controlled areas.
  • Manage and execute Broadcast tenant requests
  • Perform Broadcast Area condition surveys per standard schedule
  • Follow up on condition survey results to ensure clean and safe conditions at all times and ensure remedial action is taken either by the tenant or the building.
  • Coordinate with in-house Operations staff on mechanical, structural and environmental issues for all broadcasting projects.
  • Evaluate all broadcast areas for compliance to safety standards and measures and take action to maintain and / or repair conditions found to be non-compliant to the broadcasting standards
  • Coordinate with the Broadcast tenant's contractors working in tenant spaces to assure compliance to Broadcasting operations procedures and Building standards.
  • Draft Quarterly Tenant communications letter
  • Coordinate regularly scheduled Broadcasting tenant meetings
  • RF safety
  • Ensure all contractors, tenants and ESB personnel comply with the ESB RFR protocol.
  • Manage Broadcast RF Shutdowns with RF safety Officer
  • Regularly review all RFR controlled areas on a scheduled basis to ensure compliance with ESB Broadcasting standards and RF reports.
  • Manage RF Monitoring system integration with Building Access system
  • Coordinate with consulting engineers to ensure that the automated system for regular RF monitoring is operating per the RFR protocols and procedures.
  • Review Monthly RF Power Density measurements and take required actions to resolve all FCC compliance issues.

  • Skills & Experience Skills and experience:
    This position requires knowledge and experience of broadcasting transmission facilities, either (FM) radio, television or both. The successful candidate will require technical knowledge and understanding of both radio and television broadcast transmission infrastructure including, project management of new installations, broadcast transmission facilities maintenance and broadcast transmission facilities upgrades. This position requires a person capable of working in a fast paced, high energy environment with the ability to set target dates and develop plans to meet them. Ability to multi-task and be flexible in prioritization will be essential. Excellent communication skills required both oral and written. Proficiency in MS office computer suite of programs including Microsoft Visio required. Proficiency in Auto-CAD software will be considered a plus. Position requires a minimum of 6-8 years directly related experience in a technical position in the broadcasting industry with responsibilities in the operations, engineering or maintenance areas.

    qualifications
    This position requires a technical degree in engineering or engineering technology. Associates degree required. Bachelor’s degree or industry / military training certifications preferred.
